The relaxation of rules and regulations in Spain will be done in a number of Phases.

Each area of Spain can request to move out of one phase of deescalation, and into the next phase of deescalation. The approval will be given if the areas have met certain criteria.

Coronavirus – De-escalation in Spain Phase 0 – Details

In force as of Monday the 4th of May 2020, in the whole of Spain, except for the 4 small islands that have passed to Phase One.

 

Small shops and service providers.
All shops and service providers that were forced to close as a result of the containment measures are allowed to open to the public, except for those with an area of ​​more than 400 m2, as well as shopping centres or commercial parks, or are situated within those and are without direct and independent access from outside, provided they meet all of the following requirements:
a) A prior appointment system will be established to guarantee permanence in the interior of the establishment or premises at the same time of a single customer for each worker, without waiting areas inside them.
b) Individualized customer service will be guaranteed with due physical separation or, in the event that this is not possible, by the installation of counters or partitions.
c) A preferential service schedule will be established for those over 65 years of age, which must be made to coincide with the time slots for the realization of walks and physical activity of this group.

The provisions of this order shall not apply to activities and retail establishments and commercial premises with public opening allowed during the State of Alarm as of the 14th of March. They may continue to open in the same conditions, without prejudice to compliance with the security and hygiene measures that provided for in article 3 of this order.
Notwithstanding the foregoing, the effective reactivation of Social Services will be promoted by reincorporation of all the necessary personnel in Phase 0 of the Plan for the Transition towards the New Normality.

All establishments and premises that may proceed to reopen to public as provided in this order, may establish, where appropriate, systems of pick-up at the premises of the products purchased, provided they guarantee a staggered pick-up to avoid crowds inside the premises or its access.

Travel to establishments and premises referred to in this order may be made only within the municipality of residence, unless the service or product is not available in it.

 

 

Hygiene measures in place for customers.
1. The time customers can remain in establishments and premises will be limited to that strictly necessary to make purchases or receive the benefit of the service.
2. Establishments and premises, as well as open-air markets, must clearly indicate the distance of two-meter interpersonal security between clients, with marks on the ground, or through the use of beacons, and signage for those cases in which the individualized attention from more than one client at the same time, which cannot be done
simultaneously by the same employee.
3. Establishments and premises must make available to the public gel dispensers with hydroalcoholics with virucidal activity, licensed and registered by the Ministry of Health, in any case at the entrance to the premises, which must be always in conditions of use, and it is recommended the provision of these dispensers also in the vicinity of open-air markets on public roads.
4. In establishments and commercial premises, as well as open-air markets on public roads, with self-service areas,
the service must be provided by a worker in the establishment or market, in order to avoid direct manipulation by customers of products.
5. No trial products may be made available to customers.
6. In establishments in the commercial textile sector, and adjustment/manufacturing of clothing and similar, the fitting rooms must be used by a single person, after use they will be cleaned and disinfected.
In the event that a customer tries on a garment that is not subsequently purchased, the owner of the establishment will implement measures for the garment to be sanitized before it is provided to other clients.

 

Hostelería and restaurant activities.
1. Hospitality and restaurant activities may be carried out through services of home delivery and by collecting orders by customers in corresponding establishments, being prohibited the consumption inside the establishments.
2. A home delivery system may be established for preferential home delivery services for people over 65, dependents or other groups more vulnerable to COVID-19 infection.
3. In the collection services at the establishment, the client must carry out the order by phone or online and the establishment will set a pick-up time for the same, avoiding crowds in the vicinity of the establishment.
Likewise, the establishment must have an enabled and signposted space for the collection of orders where the exchange and payment will be made. In any case, the due physical separation must be guaranteed or, when this is not possible, with the installation of counters or partitions.
4. Notwithstanding the provisions of the previous section, in those establishments that have points of request and collection of orders for vehicles, the customer may place orders from their vehicle in the establishment and proceed to subsequent collection.
5. The establishments may only be open to the public during the order pickup hours.

 

Hygiene measures for clients and capacity for ‘hostelería’ and restaurant establishments.
1. The owner of the hosteleria and restaurant activity that takes place in the establishment must make available to customers:
a) At the entrance of the establishment: hydroalcoholic gels with virucidal activity authorized and registered by the Ministry of Health, which must always be in terms of use.
b) At the exit of the establishment: litter bins with a non-manually operated lid, equipped with a garbage bag.
2. The length of stay in the establishments for the collection of orders will be limited to that strictly necessary for customers to collect them.
3. In establishments where personalized attention is possible of more than one client at the same time the interpersonal safety distance between clients must be clearly indicated, with marks on the ground, or through the use of beacons, posters and signage. In any case, customer service may not be carried out simultaneously to several clients by the same worker.
4. In the event that more than one client cannot be attended individually at the same time, under the conditions set forth in the previous section, access to the establishment will be carried out individually, not being allowed to stay in the same more than one client, except in those cases in which it is an adult accompanied by a person with a disability, minor or major.

 

Professional athletes and high-level qualified athletes.
1. Professional athletes, in accordance with the provisions of the Royal Decree 1006/1985, of June 26, which regulates the special employment relationship of professional athletes, and athletes qualified by the Higher Council of Sports as athletes of high level or of national interest, may perform trainings individually, outdoors, within the limits of the province of residency of the athlete. For it:
a) They may freely access, if necessary, those natural spaces in which they must develop their sporting activity, such as sea, rivers, or reservoirs, among others.
b) They may use the necessary sports equipment and equipment. The development of training and the use of the material must be carried out maintaining, in any case, the corresponding measures of social distancing and hygiene for the prevention of the transmission of COVID-19, indicated by the sanitary authorities.
2. The athletes referred to in this article and who practice adapted sports or paralympic sports, may have the
accompaniment of another athlete to carry out their sports activity, if this is unavoidable. In this case, interpersonal safety distances will be reduced as necessary for sports practice, both must use a mask, and they will apply measures deemed appropriate to guarantee personal hygiene and respiratory etiquette that is appropriate in each case.
3. The duration and schedule of the training will be necessary to stay in shape.
4. A person who performs the work of coach, whenever it is necessary and that he maintains the pertinent measures of social distancing and hygiene for the prevention of COVID-19 infection indicated by the health authorities.
5. In general, the interpersonal security distance will be two meters, except in the use of bicycles, skates or other similar implements, in which case it will be ten meters. These minimum distances will not be required in the event established in section 2.
6. The corresponding sports federation will issue the proper accreditation to the athletes integrated into it who meet these requirements, considering the sports license or High Level Athlete certificate sufficient accreditation.

Other federated athletes.
1. Federated athletes not included in the previous article may carry out workouts individually, in outdoor spaces, twice a day, between 6:00 a.m. and 10:00 a.m. and between 8:00 p.m. and 11:00 p.m., and within limits of municipality in which they have their residence.
For this, if necessary, they can freely access those natural spaces in which they must develop their sports activity such as sea, rivers, or reservoirs, among others.
However, if animals participate in the practiced sport, it may be practiced outdoors, individually, in the place where the animals remain, by appointment, and for the same period of time.
2. In the case of federated athletes, in adapted sport modalities, the provisions of section 2 of the previous article will be followed.
3. Likewise, the interpersonal safety distance must be respected as established in section 5 of the previous article.
4. The presence of coaches or other auxiliary personnel is not allowed during the training.
5. The corresponding sports federation will issue the proper accreditation to the athletes integrated into it who meet these requirements, considering these effects, the sports license being sufficient accreditation.

Basic training of athletes belonging to professional leagues
1. Athletes integrated into sports clubs or corporations, participants in professional leagues will be able to carry out basic training, directed to a specific sport modality, individually and complying with
the corresponding prevention and hygiene measures.
For the purposes of the provisions of this order, individualised training of basic character, developed in the training centres available to sports clubs or corporations, adapted to the special needs of each sport modality.
2. The basic training of these athletes will be carried out in compliance strictly the measures of social distancing and hygiene for the prevention of COVID-19 contagion: interpersonal safety distance of at least two meters, hand washing, use of facilities, sanitary protections, and all those issues related to the protection of athletes and auxiliary personnel of the installation.
3. The corresponding professional league will issue the proper accreditation to the athletes integrated into it who meet these requirements for the relevant purposes.
