Not exactly ground breaking earth shattering news (apart from ITV1+1!) - as these "stronger" channels have been available for many months now. for wherever reason, the frequencies these are on have become stronger over the last week or so, and i can now get them almost 24/7 on my 80cm dish. For the last 6 plus months they have been available for most of the day, apart from mid afternoon.
as the stonger ITVs can be found on 12402 v 27.5 2/3
and the stronger C4s can be found on 12480 v 27.5 2/3
(press services, 4, 4 (add channels)
you do need a working sky card - either freesatfromsky or sky subscription - for these channels (apart from the free TTon4 - a C4 test signal.)
Of couse there is no knowing for how long they will be available for, as they are only on these frequencies until there is enough room available on the main BBC / ITV / C4 satellite - Astra 2d.
The BBC Streams are the Sports Multiscreen service - you normally access these by pressing your red button on bbc 1,2,3 or 4. But you can also access the via BBC News, press red, type in 3001 select.
This does not work for all streams when they show other non sports content (like the proms this weekend), but on a nonsky receiver you can access these streams directly and not ghave to go through the red button process.
Also, C4HD has come to the end of its main Sky encryption contract. Ideally if the space was available it too would move to Astra 2d and be free to air (but big dish required), but space is not yet available and so C4HD is currently still on a rolling Sky encryption contract.
So No not rebroadcasting, just trying to sell something you should be able to get on most 80-1m dishes already, with no gaurentee as to how long it will last for!
