Sun Terrace Installation

What is the best way to install a 1.9 dish on a tiled sun terrace. I understand that the dish must be mounted on a concrete plinth but does the plinth have to be screwed or cemented to the floor of the terrace?

never fill into a roof - i know some do and think that silicon will stop water going intot he rooms downstairs.

construct the plinth directly onto the terrace - 1m x 1m x 25cm.
place the stand in the middle of the concrete shuttering - making sure it is level.
concrete - using 1 to 3 ration of sand / aggregate to cement.
leave to dry for a few days (at least 3!)
then install dish.

Once again many thanks for your great advice. I thought cementing to the terrace was the correct way forward and not to screw. Hope it stays dry for the next few days
